REACH Implementation Projects (RIPs) - Technical Guidance Documents

On behalf of the European Commission, the European Chemicals Bureau (ECB) together with the Member States and those involved from industry, authorities, NGOs, etc. is presently working in the REACH Implementation Projects (RIPs) on guidance documents (Technical Guidance Documents, TGD) for the practical implementation of REACH. These guidance documents substantiate the abstract text of the regulation and are to provide support in the practical implementation. They are not legally binding; most guidance documents will probably only be published in English language. We are participating in two stakeholder expert working groups in the development of two REACH guidance documents. The development of guidance documents proves to be very protracted; for this reason nearly all RIPs are behind schedule. After adoption, the TGDs will be made available on the website of the European Chemicals Agency (ECHA). First Technical Guidance Documents are already available.

NATIONAL HELPDESKS

Art. 124 obligates the Member States to establish national helpdesks for the advice and support of those affected by REACH.

In Germany, the national helpdesk is operated by the Bundesanstalt für Arbeitsplatzschutz und Arbeitssicherheit (BAuA).

A constantly updated list of helpdesks of the EU Member States can be found on the homepage of the European Chemicals Agency (ECHA).

EUROPEACN CHEMICALS AGENCY (ECHA)

According to Art. 77 it is the task of the European Chemicals Agency (ECHA) to support the Member States with scientific and technical advice and those involved by making available guidance documents and tools for the application of the regulation. The ECHA establishes databases on registered substances and a dossier on harmonised classification and labelling and publishes the non-confidential information in the Internet.
